Can my Stray Piggle become an adult?

I'm almost finish with giving my Stray Piggle all her attributes, and I started to wonder..
I can't get 250 EXP for her, so I can't level her up or what?
She can only have 75 of every attribute!
Have I wasted my time with her?

After you max out the stats, it is slow going, one game gives at most 1 xp....
