According to Central, the prerequisite quest for your 118 pet is having gotten the Sabertooth pet and being level 118. However, for your Sand Wurm spell, you need to be level 118 AND have completed the Trial of the Understudy main storyline quest. By questing through Mirage, you will eventually return to the Arcanum after finishing the Eerem Palace quests, where you will get that quest.

The level 118 spell quest doesn't actually come in when you're level 118...well kind of.
You have to be level 118+ and get to a certain point in Mirage as well. I believe you have to defeat The Scorpion before that happens, which is the half-way point (approximately) of Mirage.
