when does loremaster start dropping this spell for halloween?

As soon as the Halloween Decorations begin hitting Wizard City; meaning, Jack Hallow returns, Spooky in The Shopping District etc.

Also,

Recall that the Gloomthorn Nightmare Pack also drops the spell at a higher rate than most packs during this time as well.
