OK So I just got to level 40 and i got the notification on the right side of my screen of Headmaster Ambrose. And I new it was the quest to start Wintertusk so I decided not to open it. So i went to Wizard City so I went to the Headmasters house and when I was in it I opened the bubble on the right side of my screen. And when I did I looked over to get my quest and there was no question mark over his head... If anyone has come to this problem and firgured a way around it please tell me how to fix it. Thanks.
