So I was in the world tree and I saw a guy with a Master of Storm badge, so I clicked on him and noticed that he was only level 50! I thought that you had to be level 80 to get that last one from the lady in Avalon!

For all of the Master of (name your school) Badges, you must learn all of that school's spells "through Level 48 only". Maybe this link will help (scroll down to page 10 on the list of badges):
