My quests are bugged

I completed wizard city with a deth char and for its class quest i went into death tower and killed the guy and ran out. Now the quest says to fight him again but he wont respawn!

There is another thread about this same problem. I suspect this quest is bugged (is it death-only? I've never had this one)
