Are you sure you don't have it? I just got the Royal Hall Obsidian Chest a few days ago. It worked perfectly fine for me. Check your quest again. Maybe you have got it, you just don't know. Or submit a bug report.

I am having the exact same problem! I've defeated these guys like ten times now, but that chest will not open for me either!
