i have completed all the halloween quest but this one does anyone knw where it is ?

I'm not sure where you confusion is. Golem Court isn't that big.

If you are looking for the barrel in Golem Court, it is right near the entrance to Golem Tower. :?

If you are looking for the "quest-giver", it is Jack in the Wizard City Commons area.
