I think Ki did that to capture the spirit of the theme. Meowarty is on the loose at night, it wouldn't make sense to escape from a jail in the daytime!
Well I think its in the night because there are cat burglars and theifs and it wouldnt be normal or make sense for burglars and theifs to be running on the day and sneaking around in the daytime :)
