It's behind Pops O'Leary. After you fight Pops, go out the BACK door and the cat is on the ramp.

He is through the opposite door that you came in when you fought Pops. Go through the opposite door and look to your right on the bannister.

After you defeat the last boss, go through the doors behind him. He is sitting on the ramp.
