i can't totally remember the order of the quests. Have you done Ironworks already?
You'll certainly have to do the three towers:
- counterweight west (fight your way up a tower, 10 battles) - counterweight east (fight your way up a tower, 10 battles) - big ben (15 battles with big boss meowiarity at the top)
Counterweight East, Counterweight West, and Big Ben, being the last quest, then you get the key to MS! I'm stuck on the first Counterweight you have to do can't remember which it is lol.... XD But hopefully my friends will help me, lol.

that is right you do west than east with 10 battles in each than big ben with 15 battles
