When you finish your quest in Katz Lab in MB, there is an area up the ramp to the left and out that door. You get the quest to gather piles of wood and build a bridge to get to Smogger. As far as what he drops, I have gotten a fountain, some clothes, and a fairy pet. He is storm so defeating him really isn't a problem if you know how to deal with storm bosses. Good luck!
