No Chelsea Court Access?!?!

I just became Level 28. Moolinda Wu sent me to go find a man named Freddy in Chelsea Court. I went to the flying boat, and it said ''You do not have a ticket for this''. I went to the ticket lady, and she said nobody is allowed in Chelsea Court yet. How am I supposed to get to Freddy?

Thank you for your help. I finished Hyde Park, and now I am at Chelsea Court. Hyde Park was pretty quick, which is good, though.
