It's a bit tougher, because you can't go barreling down the streets (actually, the rooftops) nonstop, as you'll often get sucked into battle. Instead, you sometimes have to wait for things to clear out before proceeding.
As for battles, it does have some tough ones, but if you're doing all of the storyline and side quests, you should have enough ability to get through it.
