Entry to a world is not dependent on your level, young Wizard, but on the assignments you have completed.
Once you have completed all your required assignments in Wizard City, Merle Ambrose will ask you to investigate Krokotopia.
Once you have been given that quest, you can access the Spiral door by entering Bartleby the World Tree.
After you’ve completed Krokotopia, you can move on to Marleybone, then MooShu, then Dragonspyre. You can visit Grizzleheim at level 5, but cannot return until level 20.
I just started Marlybone at lvl 33 . I was friends with many people in marlybone, and decided to make some more. I teleported and noticed that lvl 25+ were in there! I didn't want people to think I were a lvl 33 and had to teleport to my friends to get to MB, so I disguised myself to look like one of them. Hey!, the lvl dosn't matter!(though I'm still embarassed)
