Frozen Balloon Drivers!

Whenever I go in a balloon to Chelsea Court or Hyde Park, I look at the driver. The balloon driver is completely still!It doesn't even blink.
Can someone tell me why the Marleybone balloon drivers look like Medusa stared at them?

Perhaps that's just a glitch, or it's meant to be that way.
