Can one of the professors please verify whether or not Smogger still drops his "Charged Robe" or if it's been retired like the pet?? I have literally beat him about 50 times now and still haven't gotten it. Would really appreciate knowing if I still have a chance, or am wasting my time.

According to W101 Central, yes, Smogger still drops Smogger's Charged Robe. You're probably just having some bad luck, or maybe there's a bug with the drop.
