counterweights?

I'm hearing stuff about the "counterweights" but I am only on katz lab. I can't find them on my map either. plz help

The Counterweights are in the Royal Mueseum.

Once done Katzensteins Lab, you will be able to go to Counterweight East, then west, then Big Ben, then you will be off to MooShu!
