On that floor, you'll see various squares with images on them. You need to light up certain images to open the way to the next floor. If you go back down (you'll need to descend several levels), you'll see which images should be lit next to each elevator going to the next floor. The enemies won't regenerate on those floors if you don't leave Big Ben.
