I would guess that it's just there for show, as a play-on-words for the real palace in London. I don't know if you can get in by finishing Kensington Park.
Its currently a place that is not accessible by us. Who knows what the future brings, but even if you finish Kensington Park and all of Marleybone, you still won't be able to get into it. For now, we can only talk to one of the guards and take his side quests.
