Where is all the Balance creatures?

If Krokotopia is home of the magic balance then wouldn't there be more Balance creatures? I mean like there is only about two or three diffrent types that I have seen so far.

The Nirini Sentries are the only Balance creatures that come to mind. There is Kiwu in the Karanhan Barracks.

What about those Fire elementals? They are actually balance.

There are a few, but I can't think of many. I know the Fire Guardians are Balance, but I thought they were fire because they actually use more Fire than Balance. :/
