When I did just the main questline olny, i got there with my ice at level 12, i think. My fire did all quests possible before going, and he got there at 17-18 i believe.

If you want to low level, don't do any extra stuff (fights, quests, worlds)
I find the worlds are never too hard to do at extremely low levels. (from experience!)

You loose the low levels when you go to cl, you have level limits. Cl you must be 48 to go, zf is 60, Avalon is 70!
Dont ask people if your level is ok, they base it off of their lvl and the average. Dare to be different!
If you want high levels fast, do gh and wt. Wt gives insane leveling! (i went 49 to 58 in like playing 8 times!)
Also do wysteria, side q's (expecially in wt!), and extra boss battles. (also a good way to get stuff!)
