Did you check your map for him? Sometimes the quest helper "guides" you through walls and looks like it's pointing at the wrong door. I had a friend stuck on a quest she insisted was behind a certain door. Turned out she was in the Hall of Champions, but her quest was in the Grand Arena. So make sure you are in the right area, check your map, and see if maybe you need to go around a corner or something.
