It has nothing to do with what level you are. You must complete (at the very least) the main storyline quests in the Pyramid of the Sun and the Krokosphinx before you have access to the Tomb of Storms.
i can't go to the tomb of storms. i am level 23. everybody else just goes right in without any trouble. why won't it let me in
Sorry but I think you have to activate the time pillars with the three scarabs. That is after you talk with all the kroks in the original balance school. I think it'll be easier if you do.
You have to do all the other quests. If you can't go in it's too high lvl for you. You will be able to get in when you need to there is nothing in there that is very exciting that you need to see.
