okay, the quest to take a rubbing in the vault of ice is weird. i can't get in there!! :( So could some one tell me what level to be to get in there or if there is " a secret way to get in there ." just to let you know, i'm level 20.

You don't have to be a certain level, and there is no secret way. Even though you got a quest to take the rubbing in the vault of ice, you have to wait until you get the quest from Shalek in the Entrance Hall. He will give you the Vault of Ice quest if you continue to follow the storyline. Then when you are at the end of that quest, you will have access to the obelisk in the vault to take your rubbing.
