To get the Judgement spell you need to complete the quest "Winds of Change" given by Alhazred. To get that quest you need to have completed the quest "Takin' the Omnibus."

Each time I level up I always go to classroom of my school because if the teacher has a quest for you the reward is likely to be a spell - so do the quest you're seeing... and all he gives you.
