Your main quests will eventually lead you to him. However, you can port to someone who has already completed their main quests to start/receive your new spell.
Does anyone know where he is located? I leveled up and he said he had a new card for me, but i have no idea where he is at
When you are in The Oasis in Krokotopia, you must take the boat across to the island, The Krokosphinx. When you get off of the boat, there is a ladder "going down under the ground", and that ladder leads you to him.
You cannot take the boat across until you finish the quests in The Pyramid first.
If you continue to follow the main storyline, you will eventually get to The Krokosphinx.
