What is the deal with the Gift That Keeps On Giving?

This item is a 'Limit 3' item. If you have more than one in a each, EACH gift can be used once.

Despite that, only the first use gives a reward.

Is this a bug? Is it intended? What's the point of having limit 3 if you can only use one per day?
