I don't know if anybody else is experiencing this but after this update i have not been receiving tool tip pop ups on the right side of the screen. I don't get pop ups for events, new spells, important quest, reminders, etc.. I've looked at the settings and couldn't find anything

Check the Tutorial Tool-tips option in the settings, that may help reduce the pop-ups you are receiving. Try setting it to Critical Only, or off if you prefer.
