An enemy used a tower shield first and then later used a spirit armor. My next attack did 0 damage but didn't trigger the tower shield. Instead, the tower shield couldn't be triggered until after the spirit armor was broken.

Sounds like it is working as intended. Since the spirit armor went down last, the tower shield will not be consumed until that is gone. If you are expecting the tower shield to be consumed first then it would have had to be set last.

Just like conversion prisms, the order in spell application matters.
