incase you have never realized next to everyone's displayed badge is a tiny chat bubble that will indicate if somebody can use open chat or not. there have been tons of times where I have seen players without that icon and I wonder if my badge is ever obscured by one because more often then not if I am working with someone else they will assume that I have open chat and I don't. it is either that or for some reason they cant see the obvious chat bubble with a big red cross through it.
