If you already have a castle magic setup, just put the card in one of your reflectors that gets activated when the house loads, and target the reflector it's in.
If you aren't a castle magic user, the simplest way is to buy a magic start detector from Babbage Basset in Marleybone, place it in your house, and put the remove pvp sigil card into that. You can select the magic start detector as the target item, it's more like an area spell and there is no way to select the pvp ring itself.
