Recipe for Hatch Elixer

Dr. Purreau now has recipes for elixers, that require, like, 70 million hatch peppers to make a hatching elixer.

One of the elixers is called Next Hatch Free, but it is displayed with the following slogans (or similar), which I don't understand:

CROWNS ONLY! NO PVP!

I'm planning to save up my hatch peppers between now and the year 3071 so I can make one of these, and I am hoping that this can be explained by then.
