Reading into the past problem

I cannot finish this quest because I cannot get into Big Ben Tower. What am I missing? I know there must be a main quest I have missed which is why I cannot enter the dungeon but, I have no idea which quest it is, who with or how to figure it out!

PLEASE help!!
