It appears that someone on a mount partially between you and the subject prevents Photomancy quests from recognizing that the desired NPC is present. I found this out with Sgt. Muldoon in Olde Town; someone on a large metallic bird of some kind was sitting there and I couldn't make a photo of him until I found an angle that wasn't obstructed.
