Mr. Incinerator - fire school quest

This quest has you go to a boss in marleybone, so it's not a starting quest.

It's fire

the boss is Mr. Incinerator and he talks about burning everything up

but

He is STORM! and he has a second boss with him

why is a fire school quest boss storm - why does fire have to face 2 bosses in the marleybone spell quest and the other schools only have to face one?
