I did the level 12 spell quest on a recently created fire wizard. When I went to meet a minion on Cyclops Lane, the quest arrow directed me to stand the end of (though still on) the street between the trolls and river. I stood there and the minion encounter activated. However, the fire snake visual was around the teleporters in festival park. I could barely see flashes of it during its speech and could distantly spot the finishing sparkly animation sequence.
