Malistaire's Spirited Vestment, Level 150+, has duplicate Healing stat

The Loyalty Store has Malistaire's Spirited Vestment, Level 150+. It has stats that show duplicate "Outgoing Healing" values. One is +12% Outgoing Heal, and one is +14% Outgoing Heal. Should one of them be "Incoming Heal"?
