Main quest got after completing Celestia, quest not actually loaded
After experiencing a minor lag spike during a talk with Balestrom, I saw the gray question mark indicating a taken quest but I never saw the dialogue. He says to talk to Walter Chaplin but when I go to Walter there is nothing to talk to Walter about.
