Okay, first I just want to say that this question is asked weekly (SO AN ADMIN NEEDS TO PIN THIS QUESTION).
To answer your question, yes, you do have to reach level 118, but you also have to be far enough in the Mirage storyline. Once you have completed the quest History of the Cabal, the Arcanum scholar should contact you for the spell, and you will also gain your own private chambers within the Arcanum.
