what happened to my 41 outgoing on my life robe it is now 27?

Per the update notes: "Adjusted the Majoris Armor of Impulse and Titan Warrior Wrap of Mettle armor healing percentages." They were adjusted because the designers deemed those robes statistically out of balance.
