Is tempest always suposed to use all of the pips?

Greetings,

Sometimes when I use tempest it doesn't use all of my pips so it ends up not killing the monster and then I have to use the remaining pips to kill it. Is this normal for tempest to sometimes only use some of the pips or is this a bug?

It should always use every available pip.
