I don't know exactly when it happens, but at some point within about ten quests before it, "'Twas Brillig" gets registered as an available quest on quest finder. It doesn't really affect gameplay since you can't accept it until the Dark Knight is visible to give it, but it's confusing and makes it hard to tell if any other quests have opened up.
