i dont think its the merle bug but....

So i just reached level 26 and merle called me and told me to come visit him in his office. Marley bone world data was loading but then it stopped and when I got to Ambrose he didnt have anything to say to me.

Yes it is the same bug. It just happened to appear at the same time as you were downloading the next world.
