It's just a random creep preying on it's next victim. Don't worry about it. Ignore the guy if you haven't already. The only ones allowed to ban players are the KI members themselves.
I Don't even know what he was talking about he said I had a speed client. What is that and said he had is eye on me I am very freaked out.
No one person in the game can ban you. That is for KI ONLY.
As for a speed client I suspect he is accusing you of having some sort of "Cheat Engine" which is a bannable offense. Other than that, the only things that can increase your mobility speed in the game is some of the mounts OR, there are a few jewels I think that can be affixed to a pet that will increase your speed as well.
