Can't buy shadow spell tc's

I can't buy any even though I'm a lvl 97 and can get shadow pips

I forgot the name of the quest but you have to defeat the Eclipse Tower in Moon Cliff, Khrysalis to get shadow pips and spells. If you didn't get there yet, Keep questing. I haven't seen shadow spells tc in the Bazaar either.
