the NPC Professor Winthrop disappeared from the Throne Room of Fire, preventing me from handing in my quest.
Also i have a suspicion a player was cheating.
1. they were moving much faster than should have been possible even with the fastest mount 2. just as soon as they completed a fight they somehow managed to jump back to the NPC in less than a second.

More than likely, they are setting a return port to Professor Winthrop. That is not a cheat. There is also a pet Jewel that can increase moving speed as well.
