I have noticed that the ease of battling depend on whether you go first or not. Its not about numbers of pips, its about knowing what you can do first before your oponent does anything. This is very noticable in pvp. I win almost all matches if I go first, only about a third if I go second. 4 on 4 pvp is far worse.
An idea. What if the order of attacks goes by number of pips it takes to cast the spell? ie, all shields and swords get cast first, and then the attacks come on. It makes sense that more powerful spells would take longer to cast anyway.
It would make you think a little bit more before casting the highest level spells.
All identical spells are determined via coin toss each and every round, so you don't know if your stun will be cast before your oponents stun.
