Armor Piercing Bug

Long story short my friend and I had found a glitch in the game with armor piercing.

My friend is a Storm Wizard that has 5% armor piercing.
However, when he hits a tower shield, he only pierces 4%. (46% Tower Shield)
(Yes I've checked his stats before and after making this thread.)

Any comments explaining this will be appreciated.

Does his pet give any pierce?

That happened to me a long time ago too, where the pierce I did was 1% different than what my stats actually say. I think Kingsisle has since fixed it? (this was years ago)

His pet doesn't give any resist.
I've also had the same problem.
I think the problem is with jewels.
