another badge problem

So I was in Wizard City and now I am in Krokitopia. I saw a video of a wizard. He went to look at his badges I saw he had called
Three Street Savior. I completed all the streets but I still do not
get the badge

Make sure that NOBODY has ANY quests left. You need EVERY possibly quest to get the badge :)
